Job Description:

CATEGORICALLY FUNDED – POSITION CONTINGENT UPON BOARD APPROVAL AND CONTINUED FUNDING

BASIC FUNCTION:
Under the direction of the Dean of CTE and Workforce Development, the Director of Special Programs is responsible for providing leadership in the ongoing development, implementation, and assessment of special programs at the Woodland Community College Campus. These functions include general program management, coordinating the inclusion of special programs into the college’s annual College Action Plans, submitting program reviews, ensuring program inclusion in the College Student Equity Plan, grant proposal support, and grant compliance. The Director of Special Programs will also be community focused and speak on behalf of the college through attending local meetings, community events and maintaining relationships with appropriate educational representatives, industry partners and agencies. The director will support dual enrollment by providing facilitation and coordination to ensure access and opportunity through dual enrollment offerings, and increasing enrollment in the dual enrollment program and other special programs including any dual enrollment grant funding. All grant activities will require the director to update and maintain a defined action plan, track funds spent, and submit periodic reports to the grantor. The director will support athletics by serving in the athletic director role and assure compliance with the CCCAA and Bay Valley Conference requirements. The director will coordinate and support athletic activities, coaches, and support staff.

DISTINGUISHING CHARACTERISTICS:
The Director of Special Programs provides support for the leadership of the educational programs of the College; exercise discretion and independent judgment with little supervision. Confidentiality, tact, courtesy and political acumen are imperative for the position in handling College matters and the consequences of College decisions affecting both internal and external constituents.

Reporting to the Dean of CTE and Workforce Development, the Special Programs Director is expected to work in collaboration with community partners, high school administrators and staff, counselors, faculty, students, regulatory bodies, the Office of Admissions and Records, district fiscal services, grant monitors, and the College’s stakeholders to grow special programs, ensure quality and compliance, and increase program enrollment and student success.

Essential Duties Summary:

ESSENTIAL DUTIES:

• Administer special programs, including recruitment and outreach, compliance, and personnel recruitment and management
• Plan, implement and recommend goals to achieve the strategic direction of the College and the District, including the programs’ objectives for growth
• Implement a timeline for processes related to matriculation, enrollment, retention and reporting including college applications, registration and high school enrollment due dates
• Maintain tracking spreadsheets dual enrollment section information by semester
• Facilitate high school dual enrollment instructor mentorship program
• Ensure students have knowledge of the online learning management system and how to navigate the college website and access college resources
• Develop appropriate strategies for increasing program growth and success
• With the student services and outreach team, develop and implement yearly information sessions and actively participate in school system college opportunities events to promote dual enrollment
• With marketing coordinator and stakeholders, create and maintain websites, marketing materials, and social media related to assigned special programs to educate the public and increase enrollment
• Generate reports on student eligibility, enrollment, retention, success and pathway completion
• Provide purchasing information and budget oversight for the department
• Implement and evaluate special programs work plans, submit grant expenses to fiscal services, track funds spent, and submit periodic reports to the grantor
• Be community focused and speak on behalf of the college through attending local meetings, community events, conferences, regional/state athletic meetings, and maintaining relationships with appropriate educational, industry partners and agencies regarding assigned special programs
• Expand industry partnerships for internship, work experience and apprenticeship opportunities as it relates to special projects
• Conducts regular meetings and training to promote strict adherence among personnel and student athletes to conference and state athletic rules, regulations, and codes
• Coordinate the use, maintenance, and security of equipment and facilities
• Supervise the scheduling of all athletic events, including facilities as necessary, and the transportation of all traveling athletic teams
• Coordinate all home athletic events including the preparation and scheduling of facilities, equipment, officials, game management, and game personnel. This includes conference reporting and recording requirements and website updates in compliance with conference rules.
• Serve as Administrator in Charge for all athletic home contests. Coordinate with the dean for scheduling and support of the administrator in charge if not available.
• Responsible for the program’s compliance with Title IX objectives
• Lead funding raising efforts for athletics
• Perform program review, regular evaluation, and continuous improvement efforts for assigned special programs
• Perform other duties as assigned

Required Qualifications:

EDUCATION AND EXPERIENCE REQUIREMENTS:
The successful candidate, by the final filing date, must possess the minimum qualifications for Educational Administrators at California Community Colleges: (All degrees and units used to satisfy minimum qualifications must be from accredited institutions.)
a) Possession of a Master’s degree; AND
b) One year of formal training, internship, or leadership experience reasonably related to the administrator’s administrative assignment.

• Ability to communicate both orally and in writing to diverse populations
• Knowledge of information systems
• Knowledge of relationship building techniques
• Ability to meet deadlines and problem solve
• Knowledge of computer systems and software commonly used (internet browser, Microsoft Office Suite, etc.)
• Ability to create spreadsheets and analyze data
• Position requires travel within the district, conferences and occasional weekend and evening hours.
• Demonstrates sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds of Community College students

• Bilingual – Spanish and English competence
• Prior experience with competitive athletics and managing athletics
• Prior experience working with high school and college students
• Strong management and budget management experience
• Experience building strong relationships in the community
• Knowledge of enrollment and retention practices
• Previous experience in a community college or other educational systems
• Social media and marketing experience
• Demonstrated success in increasing enrollment, persistence, and student success.

Physical Demands:

Range/Step: Range 26, District Management Salary Schedule

Salary Range: $88,151 – $118,362 / Annually (Step 1- 9) Placement will be based on both the candidate’s years of related experience and educational qualifications.
