Summary
As a key leader within the college, the Associate Dean of Equity and Special Programs is dedicated to fostering a more inclusive and equitable campus environment. They play a pivotal role in developing and implementing strategies that promote student equity and success, overseeing special programs designed to support underrepresented students, and ensuring that these programs align with the college’s broader goals.
The Associate Dean works closely with faculty, staff, students, and the community to identify and address equity gaps, providing essential academic, financial, social, and cultural support. They also collaborate with the research and institutional effectiveness team to conduct data-driven assessments and inform strategic planning.
In addition to their programmatic responsibilities, the Associate Dean oversees budgets, supervises staff, and contributes to campus leadership initiatives, ensuring that equity-focused efforts are aligned with the college’s overall mission and vision.
Plans, organizes, directs, coordinates, and promotes a unit within an academic or student services division or multifaceted academic/student services support function or a single academic or student services program.
Distinguishing Career Features
The Associate Dean represents an expanded first level administrator position directing academic programs and/or services reporting to a Dean or Vice President. The Associate Dean may preside over a single program (e.g., Nursing), career and technical education programs, or academic and student services of a non-degree nature. The Associate Dean may also preside over multiple student services programs, providing strategic programmatic intersectionality. The Associate Dean title may also be used as part of a career growth and succession plan to become a Dean.
Essential Duties and Responsibilities
Specific duties may vary among departments, divisions, and jobs. Incumbents typically perform a substantial portion or all of the following types of duties, as assigned:
• Lead and oversee student equity strategies for the college through effective collaboration with faculty, staff, administration, and students. Assess the effectiveness of implemented strategies.
• Administers and leads college’s Student Equity and Achievement Program and other special programs (e.g. Basic Needs and Asian American, Native Hawaiian, Pacific Islander Student Achievement Program, Veterans) and activities.
• Oversee activities within the administration of the Student Equity and Achievement Program, and other special programs including resource development and personnel management, in accordance with laws, regulations, District policies, procedures, and collective bargaining agreements.
• Lead the strategic design and implementation of emerging programs and services which are often specially funded, and ensures these college-level programs, interventions, and enhancements are setup to comply with objectives and produce measurable outcomes.
• Develop and implement high impact programs that encourage enrollment of underrepresented and disadvantaged students; collaborate with faculty, administration, and staff to establish academic, financial, social, and cultural support systems that encourage retention and inclusion in the college community.
• Plan, develop, implement, and manage comprehensive programs and services for educationally and socio-economically disadvantaged and historically underrepresented students.
• Collaborate with Research and Institutional Effectiveness to plan, facilitate, and coordinate research and professional development strategies and activities for the Student Equity and Achievement and Study Equity Plans that is based on data driven assessment.
• Develops, recommends, and monitors approved and assigned general fund and grant-funded budgets and maximizes financial resources on approved funding. Ensures that program and financial reports are prepared, reviewed, and submitted on a timely basis, including compliance reports.
• Serves as an active member and/or Chair on several campus-wide and District-wide committees task forces and work groups that contribute to the overall success of the college and District.
• Participates on committees, task forces, and special assignments including but not limited to instructional, education technology, and non-invstructional program review processes. Participates in the selection of faculty and staff. Participates in or conducts various department, division, college, and community meetings and committees.
• Learns, interprets, and applies State Education Code, Government Code, Titles 5 & 9, and other federal and state regulations assigned to student services.
• Establishes standards for staff, monitors, coaches, and evaluates the performance of staff to program requirements and personal development targets. Monitors the work of staff and offers coaching for continuous performance improvement and development. Recognizes performance outcomes and takes action to address deficiencies. Participates in the recruitment and selection of staff.
• Performs other related duties as assigned that support the objective of the position.
• Required to abide by all District policies and procedures including Board Policy 3050 – Code of Professional Ethics.

The position requires advanced specialized knowledge of collegiate instruction, programs, and services that contribute to student success and equity.

• Requires knowledge of college-level financial assistance programs, supplemental educational programs, and other programs designed to meet the needs of students with diverse cultural, ethnic, social, disability, and language handicaps.
• Requires knowledge of and skill at using computers, common office productivity software, learning management systems, and specialized technologies for delivering blended instruction to enhance teaching and student learning.
• Requires advanced knowledge of current principles, trends, and methods in research to measure financial and statistical outcomes.
• Requires well-developed written English language skills to prepare curriculum, reports, and professional correspondence.
• Requires well-developed human relations skills to conduct live and remote teaching, performance reviews, deliver persuasive formal presentations, and convey technical information to a wide variety of audiences.

Physical Abilities
• The general physical demands, working conditions, and essential job functions associated with this classification will be kept on file with the Office of Human Resources.

Working Conditions
Work is performed indoors where minimal safety considerations exist. This is a contract, full-time, 12-month, Educational Administrator position. The work schedule is Monday through Friday from 8 a.m. to 5 p.m. Flexible schedule and weekends might be necessary to address the needs of programs and job duties. In addition, an annual stipend of $3,000 is offered for possession of an earned doctorate from an accredited institution. The effective date of employment will be arranged with the supervisor.
Minimum Qualifications: Education, Experience, D.E.I.A.
The position requires a Master’s degree and one year of formal training, internship, or leadership experience reasonably related to the administrator’s administrative assignment. Or, any combination of education and experience which would provide the required equivalent qualifications for the position. Application of equivalency is required.
Desirable qualification is a Master’s degree with a major or concentration in collegiate-level curriculum (academic and/or career subject/major) counseling, psychology, or related area and four years of experience delivering and administering instruction, student services, with one year in a leadership capacity. A California Community College Credential authorizing administrative service is desirable.
AND
Demonstrated evidence of responsiveness to and understanding of the racial, ethnic, disability, gender identity, sexual orientation, socioeconomic, academic, and cultural diversity within the community college student population, including students with different ability statuses (e.g., physical and/or learning) as these factors relate to the need for equity-minded practice within the classroom and campus.
Preferred Qualifications
Managerial experience of an equity centered program or service
Demonstrated history of budget management of local, state and federal funding sources and related reporting
