Description

Glendale Community College seeks a technology leader who is dedicated to all aspects of student success and closing equity gaps, to apply for its Associate Vice President of Technology & Innovation (AVPT&I) position. GCC seeks a true collaborator who will prioritize our students in decision-making and setting strategy for the College’s information technology (IT) operations that support teaching and learning. Definition 
The Associate Vice President, Technology & Innovation (AVPT&I) serves as Glendale Community College District’s Chief Information Officer (CIO) and provides vision for the use of information technology (IT) as a strategic driver to meet the mission and goals of GCC. The AVPT&I serves as a member of the District’s executive team, with a special responsibility for working with the leadership across the District to assure that IT is used effectively to improve Glendale Community College’s ability to meet its instructional and student services goals. The AVPT&I is responsible for planning, oversight, and vision for an IT team that is committed to provide an outstanding technology environment for students, instructors, and administrative staff, and to manage risks associated with IT, including information security and business continuity. The AVPT&I works to provide the best possible IT environment given available District budget and human resources by incorporating innovation, discipline, and best practices in the use of IT. The AVPT&I will lead an ongoing program of digital transformation that will modernize the operating environment of the college, streamline processes, and improve efficiency.

Supervision 
The AVPT&I reports directly to the Superintendent/President who provides supervision to this position.

Supervision is exercised over management and staff within the Information Technology Services (ITS) department, including networking and support services, information systems, information security, remote access to services, and computer labs.

Examples of Duties

The following duties and responsibilities are typical of those performed by employees in this classification.

  • Serves as a college leader, providing advice and guidance to the Superintendent/President, and other senior leaders on usage of and resource allocation for IT in support of the mission of the college.
  • Oversees the development and adherence to critical policies related to information security, privacy, IT resilience, and compliance with federal and state regulations related to IT, in collaboration with college counsel and other senior college leadership.
  • Develops and supports an effective IT governance process that assures that IT activities and investments are aligned with college mission and needs.
  • Develops and oversees an ongoing program of digital transformation to improve the operating environment of the college for students, instructors, and staff.
  • Manages the IT budget effectively and ethically to assure the best possible access to IT services within budget constraints. Directs the forecasting of funds needed for staffing, equipment, materials, and supplies; monitors and approves expenditures; and makes adjustments as necessary.
  • Develops and manages an effective communication strategy to assure that the college understands and can take advantage of IT resources, while continuously listening to college needs and desires related to IT.
  • Develops, collects, and distributes appropriate and meaningful metrics that demonstrate IT’s effectiveness as well as identifying gaps and shortcomings, and managing for continuous improvement.
  • Directs the operations of the District’s Information Technology Services, including networking and support services, information systems, information security, remote access to services, and computer labs.
  • Develops, updates, and implements the IT Strategic Plan, evaluating existing hardware, software, systems, services, and user needs to anticipate and respond to the District’s short term and long term IT needs.
  • Creates and manages plans and services that assure that campus data can be used as a strategic asset. Continuously strives to improve data quality, access, and analytics for understanding.
  • Serves as an empathetic and caring leader for the ITS team, committed to the professional development and well-being of each team member.
  • Ensures all information systems and networks operate according to internal standards, external accrediting agency standards, regulatory agencies, and legal requirements.
  • Coordinates the District’s effort to assure the integrity, reliability, and security of information systems, standards, policies, and data, including backup procedures and business continuity and disaster recovery plans.
  • Manages the acquisition, installation, and maintenance of information technology infrastructure throughout the District to provide dependable service to students, faculty, staff, and management.
  • Collaborates with Business Services to develop purchase and lease agreements and requests for proposals for hardware, software, maintenance, and consultant services, providing input based on IT expertise and an assessment of District needs. Evaluates proposals and recommends project awards.
  • Oversees the development, implementation, and maintenance of a comprehensive user training program for new and existing users of all IT systems.
  • Oversees the development, maintenance, implementation, and communication of user and systems policies, procedures, and documentation for all District IT operations to ensure proper user operations; the protection of IT assets; and integrity, security, and privacy of data entrusted to and/or maintained by the District.
  • Communicates ITS plans, policies, and technology trends to District management, faculty, and staff, and assures responsiveness of IT services to departmental needs.
  • Manages the development, administration, and monitoring of the department’s annual budget.
  • Ensures Management Information Systems (MIS) records and reports mandated by external oversight agencies are prepared and transmitted accurately, appropriately, and on a timely basis.
  • Manages the staff of the District’s Information Technology Services department, including supervising, training, evaluating, and providing leadership.
  • Performs other duties as assigned.

Minimum Qualifications

The education, training and experience qualifications are considered likely to provide the required knowledge and abilities to perform the above essential duties. 

Education and Experience:
Master’s degree in any field and seven years of experience with increasing responsibilities in the management and support of higher education information systems and technology, including at least four years of supervisory experience.

OR

Bachelor’s degree in Information Technology, Computer Science, Business Administration, Public Administration, or a related field and ten years of experience with increasing responsibilities in the management and support of higher education information systems and technology, including at least four years of supervisory experience.

Desired Qualifications:

  • Direct management of a major IT operation.
  • Substantial experience in strategic information technology systems planning and execution to support business goals.
  • Substantial experience with the implementation of information technology integrations in a large institution, division, or company, including shared and outsourced solutions and support of internal information technology and communications systems in a multi-site environment.
  • Significant experience in a higher education setting using online and physical classroom teaching methodology.
  • Knowledge of California community college organization, objectives, programs, services, governance, and accreditation standards.
  • Knowledge of federal, state, and local laws and regulations impacting information technology functions, including reporting and data security requirements (e.g., MIS, FERPA, California Education Code, etc.)

  • The strategic impact and opportunities associated with information technology in a complex, public institution.
  • Fundamental principles of design, management, and operation of IT systems in a higher education environment, including requirements analysis, feasibility studies, and oversight of a software development organization.

Additional Information

Salary
Starting salary is from $10,939.00 to $17,817 monthly.
Starting salary is negotiable, up to step 11, depending upon education and experience.
