While this position primarily performs its duties on the Kentfield Campus, duties may be performed at the Indian Valley (Novato) Campus as well, so if not already residing within the Bay Area, the successful candidate must be willing to relocate.
POSITION OVERVIEW
Under general direction, plans, organizes and directs the overall operations and family-centered program/ laboratory school at the Child Study Center according to current federal, state and local regulations; collaborates with various local agencies around advocacy events and initiatives impacting the early childhood education field in regards to best practices, quality improvement, benefits to children and families, and local/state/federal funding and legislation; and performs related duties as assigned.
DISTINGUISHING CHARACTERISTICS
The Director of Child Development Program is distinguished from other directors in that the incumbent is a classified administrator responsible for the overall leadership and operations of the Child Study Center and the Ethel Seiderman Institute for Excellence in Early Education.

Essential Functions
The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.
• Plans, organizes, directs, controls, integrates and evaluates the work of the Childhood Development Program with assigned employees, develops, implements and monitors long-term plans, goals and objectives focused on achieving the District’s mission and priorities; manages and directs the development, implementation and evaluation of plans, policies, systems and procedures to achieve program annual goals, objectives and work standards and fosters and supports a preschool environment and culture that embraces an anti-bias approach to teaching and learning.
• Plans, directs and implements detailed program and curriculum plans in collaboration with teachers, including the design and implementation of engaging indoor and outdoor learning environments for preschool-age children that support all developmental domains; and curriculum based on inquiry, investigation and project-based learning, which is supported by documentation of children’s work.
• Participates with deans and other management staff in participatory governance consultations and collaborates with the Academic Senate and other faculty groups on a variety of institutional issues; provides guidance to and receives and presents recommendations from the Academic Senate and other representative organizations regarding the planning, implementation and review of academic programs, services, activities and related matters.
• Participates in the development of and monitors performance against the Child Development Program’s annual budget; administers the Center budget, including grants and other outside funding; develops fiscal projects and statistical reports; approves purchase requests for supplies and equipment; monitors revenue and fee collection; ensures the department’s grant funding and partnership-related fiscal matters are handled in accordance with District policies and regulations as well as appropriate state and federal laws and regulations including family eligibility and the completion and submission of monthly attendance reports, annual CDE reports and program review.
• Oversees the selection and management of CDP teachers, work study students and staff; establishes performance requirements, monitors performance, evaluates faculty in classroom settings, and provides coaching for performance improvement; may participate in grievance hearings and take disciplinary action, up to and including termination, to address performance deficiencies, in accordance with College human resources policies and labor contract agreements.
• Coordinates licensing activities of the Child Study Center in accordance with state and federal regulations; ensures compliance with state and federal laws, including Title 22, Title 5 and Title VII health, safety and educational code requirements; ensures and maintains adult/child ratios for classroom staff in according with Title 5 and Title 22 specifications; ensures the presence of high-quality adult/child interactions and positive guidance based on developmentally appropriate practices.
• Oversees CalWORKs Child Care funding and Child Development grants such as those providing for quality rating and improvement system (QRIS); researches, identifies and creates grant applications for QRIS and other funding opportunities for additional income sources for the Child Development Center; supports COM’s Director of Advancement in grant writing, preparing and submitting applications and proposals for funding, and administering grants.
• Serves as COM point person for the Ethel Seiderman Institute for Excellence in Early Education on events planning and internal logistical coordinator; liaises with and collaborates with ECE faculty to plan events and professional learning programming; directs work of administrative assistant to support the Institute; communicates with the Advancement Office regarding Institute resources.
• Supervises the maintenance of a variety of records and files, including attendance records, parent eligibility files, employee files and student files describing the growth, attendance and special needs of children; develops, updates and maintains various informational materials, including parent handbook, brochures, flyers and applications.
• Conducts regular parent meetings and meets with individual parents as necessary; develops and implements parent education programs.
• Meets with Early Childhood Mental Health (ECMH) consultants to address the specific needs of children and families with special needs, including developmental delays and behavior issues; meets with families to discuss referrals of special needs assessments and goal setting, serves as a liaison between ECMH consultants, teachers and families; monitors children’s progress with the early intervention teams.
• Makes presentations to the Board of Trustees, Executive Leadership and other groups; represents the District and presents at community meetings and events and at local, regional, state and national conferences, meetings, workshops and training seminars.
• Fosters an environment that embraces equity-minded practices, integrity, trust and respect; supports, implements and promotes compliance with the District’s Diversity and Equal Employment Opportunity Plans in all aspects of employment and education; increases cultural and ethnic diversity in staffing, programs and services.
OTHER DUTIES
• Provides instruction to children in classrooms, when needed.
• Leads and participates in various District committees and advisory groups.
• Performs related duties as assigned.
Requirements & Desirables
REQUIREMENTS
Education and Experience:
• Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be graduation from an accredited four-year college or university with a bachelor’s degree in in child development, early childhood education human development, or family consumer science with specialization in child development/early childhood education or a related field, and at least two years of experience as a director in a licensed childcare facility, or knowledge of pertinent federal, state and local codes, laws and regulations, including child development center licensing and applicable sections of Title 5 and Title 22 of the California Code of Regulations; or an equivalent combination of training and experience; and
• A demonstrated understanding of and sensitivity to the diverse academic, socio-economic, ethnic, cultural, disability, religious background and sexual orientation of community college students, faculty and staff. Licenses and Certificates:
• A valid California Child Development Program Director Permit or be eligible to apply.
• Possession of, or ability to obtain, a valid CPR/First Aid Certification.
Desired Qualifications:
• A master’s degree from an accredited institution in child development, early childhood education human development, or family consumer science with specialization in child development, early childhood education or a related field.
• Experience as an academic administrator or in a faculty leadership role in a California Community College.
• A valid California driver’s license and the ability to maintain insurability under the District’s vehicle insurance program or the ability to travel to other District campuses and locations.

CLASSIFICATION CATEGORY
The Director of Child Development Program is a Classified Administrative position, in compliance with all applicable sections of the California Education Code and related statutes. Classified administrative employees are also members of the California Public Employees Retirement System (CalPERS), to which the member contributes up to 8% their reportable compensation on a monthly basis.
SALARY INFORMATION
FLSA Status: Exempt
Salary Grade: MGMT 3
Full Salary Range: $131,016 to $166,116 annually.
Starting Salary Range: $131,016 to $140,220 annually (Step 1 to Step 3). Background and experience will determine placement. Step 3 is the maximum entering step.
