The Assistant Superintendent/Vice President of Student Services, serves the District under the general supervision of the Superintendent/President. As one of two Assistant Superintendents of San Joaquin Delta Community College District, along with the Assistant Superintendent/Vice President of Instruction, may assume responsibility for the total administration of the District and of the College in the absence of the Superintendent/President. The Assistant Superintendent/Vice President of Student Services is the District’s chief student services officer, providing leadership and vision, as a member of the executive management team, responsible to build and foster a collaborative faculty and staff consultation process for planning, directing, administering and evaluating the student programs and services. Develops, recommends, and implements policies and procedures, assuring compliance with federal, state, local, and District regulations. Serves as an effective change agent to create a campus environment that is welcoming and nurturing to all students. The Vice President of Student Services has broad scope of authority over Enrollment Services (Admissions and Records, Financial Aid, Veteran’s Services, Assessment, International Students, and Student Activities), Counseling and Special Services, Career, Transfer and Outreach services, Campus Police, CalWORKS, Child Development Center, and Auxiliary Services (Bookstore, Food Services and The Market). SUPERVISION RECEIVED AND EXERCISED
Receives limited direction from the Superintendent/President. Incumbents work within a broad framework of standard procedures and objectives. Incumbents in this classification assign, coordinate, supervise and evaluate the work of others.
RESPONSIBILITIES AND DUTIES:
• Provide student centered leadership and direction to all operations in Student Services; establish and support a culture within the division that is committed to the success of students through accountability, creativity, leadership, cooperation, and teamwork;
• With assigned deans and directors, establish short and long term goals for district-wide student services; support the District’s strategic process ensuring that plans are consistent with the College’s mission and strategic initiatives; engage campus student services leadership in the district-wide planning process to ensure integration and progress towards goals;
• Participate in the College’s strategic planning process and provide leadership for the implementation of the strategic planning goals in the student services and institutional support areas including organizational structure, budget planning, program improvement, facilities infrastructure, and quality improvement;
• Collaborate with the Assistant Superintendent/Vice President of Instruction and academic administrators to ensure that student programs support the goals of the academic division;
• Serve as the District’s Chief Judicial Officer overseeing the student due process procedure for adjudicating complaints. In consultation with deans and program administrators, develop appropriate policies and procedures for students’ due process and insure district and program compliance with due process procedures;
• Provide leadership in the evaluation of programs and services; provide a system of timely review of services; identify current and projected trends in education and recommend enhancements to foster student success;
• Develop a cohesive student services organizational structure, imbedding continuous quality improvement and leading the development of student learning outcomes for each program.
• Direct, supervise and evaluate the performance of assigned staff; interview and participate in selecting employee; orient, train, counsel, discipline and recommend termination according to established policies, procedures and collective bargaining provisions; plan and project short and long term staffing requirements;
• Serve as a resource within the College to provide information on the diverse aspects of student services, special needs of students, and ways in which student success could be enhanced;
• Oversee assigned division and department budgets; ensures financial accountability for all assigned student services budgets;
• Advise and confer with the Superintendent/President on management issues involving District programs and services including development and/or revision of District policies and procedures;
• Direct the preparation of reports as required by federal, state, local and district regulations;
• Support and maintain effective relationships among student service division and the College administration, faculty, staff, and students through participation in the governance activities;
• Maintain current knowledge of trends in the field and legislation which may affect student services programs;
• Serve on district-wide committees as assigned; represents the District at community organizational meetings and maintain working relationships with other educational organizations, governmental units and campus area agencies;

EDUCATION AND EXPERIENCE REQUIREMENTS
• Master’s degree in business administration, public administration, or a related field from an accredited college or university, doctorate preferred.
• At least seven (7) years of increasingly responsible related experience with at least four (4) years at the dean or senior management level.
