Senior Director of Compliance and Risk Management- AMENDED

Under the direction of the Deputy Chancellor, the Senior Director of Compliance, and Risk Management is responsible for planning, organizing and implementing a comprehensive compliance and risk management program for the District.

Job Duties

1) Plan, organize, and implement a comprehensive compliance program for the District, including but not limited to Americans with Disabilities Act (ADA), Title 5, Title IX, EEOC, and DFEH regulations.

2) Interpret and explain Federal, State, and local policies and procedures in response to inquiries from departments, employees, applicants and the public.

3) Oversee, develop and amend EEO policies and procedures, including Title IX and ADA to ensure the College’s policies and procedures are up to date.

4) Serve as the District’s Title IX Coordinator and Compliance Officer. Serve as 504/ADA Officer for District employees. Provide training pertaining to requirements for college related Title 5 and Title IX Sexual Harassment and other related trainings. Coordinate with multiple units to address issues.

5) Coordinate, monitor, and direct the implementation of the Equal Employment Opportunity Plan, which includes: polices, goals, time-tables and reporting systems.

6) Monitor employment process to ensure that the District’s hiring is in compliance with State and Federal Equal Opportunity, non- discrimination, regulations.

7) Work with the Associate Vice Chancellor of Human Resources to design recruitment efforts that result in a broad pool of diverse, qualified applicants for District employment opportunities.

8) Ensure that District Search Committee’s are provided training such that Equal Employment Opportunity is provided to all qualified applicants.

9) Receive, conduct, and supervises investigations and prepare detailed investigative reports; implement procedures to respond to internal and external complaints or allegations regarding unlawful discrimination, harassment, and/or retaliation.

10) Assist and advise management personnel on leave provisions and resolutions of personnel issues, grievances, effective problem resolution, and other personnel matters in collaboration with the Human Resources Department.

11) Provide training on an annual basis to Administrators, Faculty, and Staff on ADA, Section 504, Harassment and other related trainings.

12) Serve as the District’s representative and liaison to public agencies and the public regarding access issues, related to State and Federal accessibility codes and regulations.

13) Provide updates and reports to Administration and Board of Trustees.

Risk Management

14) Plan, organize and direct District’s risk management program and operations.

15) Work with the District’s Risk Manager to develop and implement a loss control program by compiling data and evaluating worker’s compensation and liability claims against the District.

16) Coordinate the District’s Employee Safety Training program.

17) Work in collaboration with the Facilities Department to establish policies and procedures that reduces the District’s liabilities.

18) Monitor and review Risk Management legislation and compliance requirements.

19) Perform other duties and responsibilities as assigned.

Minimum Qualifications

1) Demonstrated knowledge skills, and abilities to work with faculty, staff, and students as well as community groups from diverse academic, socioeconomic, cultural, sexual orientations, disabilities, and ethnic backgrounds;

2) Earned Master’s Degree or higher from an accredited institution or higher education AND one year of formal training, internship, or leadership experience reasonably related to the administrator’s administrative assignment;

3) Minimum of three (3) years of verifiable experience of managerial planning and coordinating all activities relating to compliance monitoring

4) Extensive knowledge of state and federal laws, rules, and regulations pertaining to education and employment.;

5) Knowledge of major legal cases and practical, cost-effective compliance measures in the area of 504 and ADA compliance as they apply to city, county and state governments; familiarity with compliance and due process procedures under both 504 and ADA;

6) Knowledge of principles and practices of programs and policy planning, development, administration, and evaluation; research methods, systems, and procedures analysis;

Benefits

Compensation:

Total Compensation includes a health insurance plan.

New employees hired on or after January 1, 2014, will contribute 2% of salary to the San Francisco Retiree Health Care Trust Fund (RHCTF).
