EOPS/CARE Director

Under the direction of the Dean of Financial Aid and Special Programs, the EOPS Director works in collaboration with the department chair to provide overall leadership for the District’s EOPS/CARE program. This position is responsible for performing a variety of administrative and supervisory duties related to the development and provision of appropriate educational and support services to students participating in the EOPS/CARE program.

Job Duties

1. Plan, manage, direct, and provide leadership for the day-to-day operations of the EOPS Program and related services.

2. Interpret and implement State and local legislation and regulations relating to EOPS/CARE; monitor activities to ensure compliance with federal and state guidelines.

3. Develop and implement the annual EOPS Program Plans and ensure the implementation of the Plans are within State and Local guidelines. Responsible for submitting program and budget plans to the California State Chancellor’s Office.

4. Plan, organize and coordinate the recruitment of potential EOPS/CARE students.

5. Oversee the student intake process, and determine eligibility for program services and resources.

6. Assist in the administration of the EOPS book voucher process, including expenditure tracking and distribution, and other related EOPS/CARE services.

7. Monitor status of funds available for special programs; prepare budgets and expenditure guidelines to ensure compliance with regulations. Provide budgetary reports to Administration.

8. Develop and implement policies and procedures; prepare guidelines and manuals.

9. Review and evaluate programs regarding any impact on the success and retention of students served.

10. Train, supervise, and evaluate the work performance of assigned staff, provide technical direction and guidance; recommend personnel action, including employment and disciplinary action.

11. Collaborate with other Student Affairs personnel to coordinate programs/services and assure proper communication and compliance with District policies and procedures.

12. Attend, represent, and participate in districtwide, local, State and national level committees, groups, conferences, advisory boards and professional organization to develop effective programs and services.

13. Interpret and implement federal and state guidelines with respect to program served; monitor activities to assure compliance with federal and state guidelines.

14. Participate in college committees as appropriate.

15. Oversee the implementation of technology; evaluate outcomes and update procedures/training manuals to facilitate EOPS services.

16. Promote a work culture aligned with the College’s mission to promote the delivery of customer service, innovation, and quality services to students, employees, and the community. Assist with promoting a culture of diversity, equity, access and student success.

17. Attend Board of Trustee’s meetings; make presentations and submit reports and action items related to areas of responsibility.

18. Responsible for the development and implementation of the EOPS Program Student Service Outcomes (SSO), data collection, data review and reporting.

19. Perform other duties as assigned.

Minimum Qualifications

1. Demonstrated knowledge, skills, and abilities to work with community college students with diverse academic, socioeconomic, cultural, sexual orientations, disabilities, and ethnic backgrounds (Required).

2. Earned Master’s Degree or higher from an accredited institution of higher education AND one year of formal training, internship, or leadership experience reasonably related to the administrator’s administrative assignment.

Desirable Qualifications

1. Master’s degree in education, counseling, rehabilitation counseling, clinical psychology, counseling psychology, guidance counseling, educational counseling, social work or career development.

2. Two (2) years of demonstrated experience in the administration, supervision and operations of EOPS/CARE including program outreach, counseling, and financial aid in a community college setting.

3. Two (2) years of demonstrated experience in an administrative or management position in student affairs with responsibility for personnel, budgets, reporting, and operations.

4. Knowledge of Title 5 regulations relating to EOPS/CARE.

5. Two (2) years of experience in managing categorical budgets and grants.

6. Demonstrate sensitivity to and understanding of multi-cultural, diverse environments and college students from diverse academic, socioeconomic, cultural, and ethnic backgrounds.

Compensation: Total compensation includes a health insurance plan.

New employees hired on or after January 1, 2014, will contribute 2% of salary to the San Francisco Retiree Health Care Trust Fund (RHCTF).
