Summary

Plans, organizes, manages, and participates in developing comprehensive services, access, programs, and support systems for students with physical, communications, learning, psychological, acquired brain injured, and other disabilities and/or difficulties with access to higher education.

Distinguishing Career Features

The Director, Disabled Student Programs and Services is a first-level manager, directing and advocating for services and program support to students including those with a disability, and may also direct those activities for potentially disadvantaged students of an ethnic minority group, low income, first-generation college, or veterans. The Director administers specific programs that contribute to the academic and social growth of disabled students and others at risk of not completing educational goals. The Director requires the ability to assess learning disabilities, direct and arrange for substantive instructional support and appropriate advocacy, and oversee the provision of services that gives the students access to learning and campus life opportunities.

Essential Duties and Responsibilities

Specific duties may vary among departments, divisions, and jobs. Incumbents typically perform a substantial portion or all of the following types of duties, as assigned:

• Supervises classified staff and DSPS faculty counselors assign duties and evaluates members as established under bargaining agreements.

• Develops and prepares the annual preliminary budget for the programs assigned to the DSS function. Monitors and controls budget expenditures.  Oversees and participates in preparing detailed and comprehensive performance reports, records, and files supporting the DSPS services and programs. Prepares all financial reports and timely submissions to appropriate agencies.

• Plans, organizes, manages, and evaluates the scope of services, delivery systems, and advocacy for disabled students to have access and be engaged in college and campus life. Establishes departmental standards and work plans, prioritizes, assigns, and reviews the work of staff.

• Directs, facilitates, and provides for diagnostic assessment of students with disabilities and determination of eligibility for support services.

• Develops, and implements, policies to improve and enhance disabled student’s services and programs. Ensures compliance with state and federal requirements applicable to educational opportunities and accessibility for students with disabilities. Conducts internal audits to ensure compliance.

• Performs program review, assessments, and evaluations, using data and program outcomes to ensure continuous program improvement.

• Oversees recruitment and retention efforts for new and continuing students.

• Promotes advocacy for students with disabilities by interpreting federal (i.e. Section 504 of the Rehabilitation Act of 1973, and Americans with Disabilities Act), state (i.e. AB77, Title 5), and District policies pertaining to the rights and responsibilities of students with disabilities.

• Participates in curriculum committees and recommends the design and modification of course content to encourage disabled students’ enrollment, participation, and success. Reviews standing courses and recommends adaptive technologies that enhance the delivery of content and discussion.

• Determines appropriate equipment and supplies for assigned programs including computer-aided adaptations, textbooks, and other learning materials, supplementary materials, audiovisual, and other resources.

• Maintains communication with intra-District staff and various agencies to coordinate program services, exchange information, and make student referrals.

• Maintains up-to-date knowledge of diagnostic and instructional methods and emerging technologies that can help students with access and learning. Learns, applies, and trains others to administer emerging technologies and advances (e.g., computer software applications) as necessary to perform duties in an efficient, organized, and timely manner.

• Collaborate with faculty to encourage accessible instructional practices.

• Promote compliance for Section 508 of the 1973 Rehabilitation Act in regard to accessible websites, documents, and classroom curriculum.

• Performs other related duties as assigned that support the objective of the position.

• Required to abide by all District policies and procedures including Board Policy 3050 – Code of Professional Ethics.

Education and Experience

DSPS Counselor Qualifications The minimum qualifications for service as a community college counselor of students with disabilities shall be satisfied by meeting one of the following requirements;

1. Possession of a master’s degree, in rehabilitation counseling, OR,

2. A master’s degree in counseling, guidance, student personnel, clinical or counseling psychology, education counseling, social work, career development, marriage and family therapy, marriage, family and child counseling, OR,

3. A bachelor’s degree in marriage and family therapy or in marriage, family and child counseling AND possession of a license as a Marriage and Family Therapist (MFT) AND either fifteen or more semester units in upper-division or graduate-level course work specifically related to people with disabilities, OR completion of six-semester units, OR the equivalent of a graduate-level counseling practicum or counseling fieldwork courses, in a post-secondary Disabled Student Programs and Services OR in a program dealing predominantly or exclusively with people with disabilities, OR two years of full-time experience or the equivalent in one or more of the following:  a) Counseling for students with disabilities, OR b) Counseling in industry, government, public agencies, military or private social welfare organizations in which the responsibilities of the position were predominantly or exclusively for persons with disabilities, or the equivalent.

DSPS Instructor Qualifications:

The minimum requirements for service as a community college faculty member to provide credit specialized instruction for students with disabilities shall be satisfied by meeting the following requirements:

1. Possession of a master’s degree, or equivalent foreign degree, in speech pathology and audiology, or in communication disorders; and

(1a) Licensure or eligibility for licensure as a speech pathologist or audiologist by the Medical Board of California.

2. Possession of a master’s degree, or equivalent foreign degree, in the category of disability, special education, education psychology, educational psychology, counseling psychology, clinical psychology, or rehabilitation counseling; and

(2a) Fifteen-semester units of upper-division or graduate study in the area of disability, to include, but not be limited to:

• Learning disabilities;

• Developmental disabilities;

• Deaf and hard of hearing;

• Mental Health/Psychological disabilities;

• Physical disabilities and/or chronic health conditions; or

• Adapted computer technology.

• The minimum qualifications for service as an educational administrator shall be both of the following:

• Possession of a master’s degree; and

• One year of formal training, internship, or leadership experience reasonably related to the administrator’s administrative assignment.

• Or, possess a combination of education and experience that is at least the equivalent to the above. Candidates making an application on the basis of equivalency must submit an Equivalency Application in addition to all other required materials.

• Sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds of community college students.

• Or, any combination of education and experience which would provide the required equivalent qualifications for this position (Application for Equivalence must be granted by the governing Equivalency Committee Board).

Licenses and Certificates

May require a valid driver’s license.

Work is performed indoors where minimal safety considerations exist

Conditions of Employment

This is a temporary contract, full-time, categorically-funded,12-months  per year, Educational Administrator position. The District reserves the right to extend, modify, or eliminate this position based upon available funds.  The work schedule is Monday through Friday from 8 a.m. to 5 p.m.  Flexible schedule and weekends might be necessary to address the needs of programs and job duties.  In addition, an annual stipend of $3,000 is offered for possession of an earned doctorate from an accredited institution. The District provides medical, dental, and vision insurance for the employee and eligible dependents and life insurance for the employee.  (Salary Schedule:  DG-8)

Regular attendance is considered an essential job function; the inability to meet attendance requirements may preclude the employee from retaining employment.
