Oversees, organizes, coordinates, and administers health services that enhance the health status and educational success of community college students. Serves as the team leader for Student Health Center operations and provides professional nursing services, including case management, to a diverse population of students including those with medical conditions and disabilities. Collaborates with other health and behavioral care providers and agencies to coordinate healthcare.

The Registered Nurse – Charge is a fully qualified and licensed patient care professional with additional responsibility as a team leader of the Student Health Center. The Registered Nurse – Charge oversees staffing, patient care quality, and development of Nursing Standing Orders. Advancement to this position requires compliance with the stated qualifications, state laws for licensing, and a demonstrated ability to integrate health education, diagnostic, record management, and urgent care services. The Registered Nurse – Charge is qualified to observe and document patterns in communicable disease and public health issues in compliance with communicable disease regulatory requirements and in collaboration with campus administrative leaders.
Essential Duties and Responsibilities
• Specific duties may vary among department, divisions and jobs. Incumbents typically perform a substantial portion or all of the following types of duties, as assigned:
• Serves as a clinic team leader by setting schedules based on available staff, oversight to nursing case management, point of care diagnostics, and lead referral resource. Develops Nursing Standing Orders in compliance with California Nursing Practice requirements, participates in clinic policy and procedure development, and facilitates internal office routines that protect patient privacy.
• Identifies students with health problems that interfere with effective learning. Employs case finding, screening, interviewing, and observation techniques as well as analysis of health records to assess student health status. Refers students with particular needs to medical and/or mental health professionals and/or community resources.
• Coordinates health services including the medication dispensing program, phlebotomy, laboratory, and public health surveillance and services programs.
• Compiles health and demographic information from students, noting individual health history and population health trends including social, emotional, and environmental aspects.
• Provides urgent nursing care for ill and injured students. Provides District Student Accident policy for appropriate students. Refers patients to health care providers for more advanced treatment.
• Provides initial mental health assessment, intake, crisis screening and intervention. Collaborates with behavioral health providers to manage care, make referrals, and stabilize patients.
• Provides registered nursing care services as mandated by law, as per current standing orders, and as prescribed by a Student Health Medical Provider.
• Evaluates and documents the progress of individual care plans and therapeutic programs and makes modifications within scope of practice. Collaborates with mental health teams to address patient care and service delivery.
• May coordinate and participate in implementing immunization programs. Administers immunizations according to medical protocols within safe and appropriate guidelines.
• Conducts health assessments and physical examinations in accordance with community college health mandates.
• Participates in implementing programs directed at health education, control and case management of communicable diseases at the campuses. Collaborates with County Health to case manage communicable disease cases on campus. Conducts health education and
promotion in clinical care and on campus.
• Confers with, participates, and cooperates with private physicians, community healthcare providers and public agencies in formulating appropriate campus health policies and resolution of student and community health issues.
• Facilitates student access to internal school, and external community resources for health care. Develops resources as appropriate to meet student health and wellness needs.
• Maintains professional competence by participating in required in-service education and health education programs designed to maintain healthcare credentials.
• Performs health education and counseling to students. Participates with other healthcare professionals to develop emergency and individualized care plans and provides referral to other healthcare professionals. Follows up to monitor progress and compliance with care plans.
• Ensures that health records are maintained and up to date. Documents all encounters. Writes nursing notes and oversees the case management of complex patients.
• Performs other related duties as assigned that support the objective of the position.
• Required to abide by all District policies and procedures including Board Policy 3050 – Code of Professional Ethics.
Qualifications and Physical Demands
Knowledge and Skills
• The position requires a full professional knowledge of the theories, protocols, practices, and techniques of modern nursing.
• Requires a working knowledge of the laws, rules, and regulations governing nursing in an educational environment as well as applicable federal and state laws for working with students.
• Requires special knowledge of nursing practice and working with students with disabilities.
• Requires knowledge of and skill at using computer-aided applications for documenting work activity and accessing student information.
• Requires well-developed human relations skills to work cooperatively with professional staff and students, to communicate technical and sensitive concepts to others, and to conduct in-service education.
• Requires sufficient math skills to record measurements and statistics.
• Requires sufficient language writing skills to prepare diagnostic reports.
• Requires the ability to perform the essential responsibilities and functions of the position.
• Requires the ability to perform a full range of professional nursing skills including, but not limited to, examination, diagnosis, treatment, first aid, injections and other invasive procedures.
• Requires the ability to carry out the duties of the position.
• Requires the ability to prepare professional narrative and statistical reports.
• Requires the ability to create and deliver health-related presentations and campus health education initiatives.
• Requires the ability to provide health care services in a clinic and campus environment.
• The general physical demands, working conditions, and essential job functions associated with this classification will be kept on file with the Office of Human Resources.

Education and Experience
• Requires a Bachelor’s degree in nursing plus three years of successful nursing experience in public health, urgent care clinic, school or hospital setting. Or, any combination of education and experience which would provide the required equivalent qualifications for the position.
• Charge Nurse experience in a college health center, clinic, or community health setting is preferred.
Licenses and Certificates
• Requires a valid California driver license. Requires a valid California Registered Nurse License. Requires a valid Healthcare Provider CPR/AED certificate. Public Health Nurse (PHN) certificate is desired.
Work is performed in a clinic exam room, office environment, and on campus where health and safety considerations exist from exposure to communicable diseases, blood borne pathogens, infection, and agitated students.
